Basic Obstruction Evaluation and Airport/Airspace Analysis Course 12051

DESCRIPTION

The three-week course consists of classroom instruction and laboratory exercises. Course content includes application of FAR 77 criteria; evaluation of aeronautical effect; issuance of hazard/no-hazard determinations; obstruction marking and lighting; FAR 157 and Airport Improvement Program (AIP), airport processing, and issuance of airport airspace determinations.

OBJECTIVES

At the conclusion of the course, participants will be able to:
  • Identify documents and language pertinent to the Obstruction Evaluation and Airport/Airspace Analysis program (OE/AAA), and explain the responsibilities of each ATS service in the program.
  • Describe the duties and functional relationships of the four operating services in processing non-rulemaking airport (NRA), non-rulemaking (NR), and related proposals and documents.
  • Interpret data, plot coordinates and draw headings on maps and charts.
  • Conduct an airport airspace review including circularization to the public.
  • Evaluate the aeronautical effect of an airport proposal, prepare an airspace finding and public notice, and describe post determination actions required by the air traffic and airport services.
  • Apply criteria to identify those construction proposals that exceed FAR 77 notice criteria and/or obstruction standards and describe airport design standards.
  • Identify those construction proposals that could adversely affect components of the National Airspace System.
  • Apply criteria and identify those construction proposals that require marking and/or lighting, acknowledge proposals, and make distribution.
  • Initiate aeronautical studies, circularize proposals, evaluate aeronautical effect, and negotiate as necessary.
  • Given study data, determine if a structure would create a substantial adverse effect.
  • Prepare an obstruction evaluation determination and explain the petition and review process.

WHO SHOULD ATTEND

This course is primarily designed for air traffic, aviation standards, airports, and airway facility personnel involved in the obstruction evaluation and airport/airspace analysis programs at the regional/ headquarters level.
