DESCRIPTION
This course teaches FAA hazardous materials specialists how to perform regulatory oversight for the air transportation of dangerous goods using the ICAO Technical Instructions and the 49 CFR Hazardous Materials Regulations. Other major course content areas include conducting hazmat assessments, compliance and enforcement, and preparing Enforcement Investigative Reports. Students demonstrate an understanding of the subject matter through a variety of individual exercises, group activities, written tests, and practical activities.
OBJECTIVES
At the conclusion of the course, participants will have an overall knowledge of the ICAO Technical Instructions and 49 CFR Hazardous Materials Regulations and will be able to:
- Identify the nine hazard classes and divisions
- Identify types of packaging used for transportation of dangerous goods by air
- Identify UN specification markings and packaging
- Determine the appropriate markings required on dangerous goods packages
- Identify when to use the hazard and handling labels required on a dangerous goods package
- Determine the appropriate documentation required for a dangerous goods package
- Locate information in 49 CFR
- Identify the differences between 49 CFR and the ICAO Technical Instructions when transporting dangerous goods by air
- Use 49 CFR to identify violations, given packaging and shipping scenarios
- Identify exceptions to 49 CFR for carriage by air
- Identify loading, unloading, and handling requirements for shipping hazardous materials by air
- Describe types of evidence and the proper methods for collecting, handling, and documenting evidence
- Explain assessment processes and methods
- Define hazardous materials incidents and discrepancies
- Describe the characteristics of and prepare an Enforcement Investigative Report
WHO SHOULD ATTEND
This training is designed for FAA hazardous materials specialists who are responsible for regulatory oversight of air carriers that accept dangerous goods and shippers who offer dangerous goods for transportation by air.
Prerequisites: The course is conducted in English. Participants must be able to fluently speak, read, and understand the English language to effectively take part in the training.
