What is the eLMS ? (Top)

eLMS is DOT's official system of record for all employee training and learning events.

 

Who is the eLMS sponsor? (Top)

DOT's office of Human Resource Management is the eLMS sponsor.  Program management resides in the Office of the Secretary (OST), Office of Human Capital and Workforce Solutions, M-11.

 

Why is DOT using eLMS? (Top)

DOT's Human Capital Planning process is aligned with the President's Management Agenda and the Human Capital Standards for Success, the comprehensive framework prepared by the Office of Management and Budget, the Office of Personnel Management, and the General Accounting Office.  eLMS will Play a central role in meeting the requirements of the E-Gov Act of 2002, including reducing and eliminating redundant systems for a more efficient and effective government. 

 

Who uses eLMS?  (Top)

  • All DOT employees can complete online courses, enroll in instructor led classes, personalize learning plans, and request training. 
  • Supervisors can access subordinates accounts, assign course and completion dates, and approve training requests.
  • Training administrators manage the training programs for their organizations and track all training through eLMS.

 

 

Can contractors use eLMS? (Top)

Contractors cannot use eLMS to take training.  Contractors may be given access to eLMS if they are hired to serve as an eLMS Administrator.

  

How do I get an account ? (Top)

All DOT employees will have a learner account on eLMS three weeks after employment starts.  Training administrators can obtain eLMS Administrator accounts by contacting their eLMS level 1 Administrator.  See Who can I contact for more information?  for a list of level1 Administrators for each Agency.

 

 

How much does it cost for an employee to take a course on eLMS ? (Top)

There is no cost to the employee or their Operating Administration.

 

 

How much does it cost to host a course in eLMS ? (Top)

There is no cost to host a course in eLMS, but it must meet specific guidelines.  Contact M-11 or the Helpdesk for additional information on these guidelines.  Although hosting is free, the development cost for on-line courses is the responsibility of the program manager who owns the course or subject matter.

 

 

What is the DOT Policy on training during work hours? (Top)

DOT employees may take an online course during normal work hours, as long as it is approved by an employee's supervisor.

 

What happened to my training history kept in my organization's legacy system ? (Top)

Your formal learning history may have been kept in CPMIS, the OA's legacy training system, or tracked manually.  The official data in those systems has been imported into eLMS.

 

 

What do I do to manage my training now ? (Top)

Online courses are available now and tracking of instructor-led courses is being phased in by each OA.  Check with your OA or department's TRaining Administrator or eLMS Administrator to make sure every learning event you complete is properly entered into eLMS.
